A medical director's written standing orders are the standing authorisation under which certified and licensed Alaska EMS personnel practise, and a certified service's medical director must approve treatment protocols or medical standing orders delineating what its personnel may do.

The regulation authorises standing orders for medications generally and says nothing about controlled substances specifically — the phrase does not appear anywhere in 7 AAC 26, which was read in full. Alaska's drug list is not in the regulation either: 7 AAC 26.040 adopts by reference the department's Emergency Medical Services Scope of Practice, May 2019, which is served through the department's licence management portal rather than as a public document this checker can retrieve. The full EMS chapter (7 AAC 26.010 through 7 AAC 26.999) was fetched and contains no occurrence of 'controlled substance' at all — it neither imposes nor disclaims a state registration. The Board of Pharmacy's consolidated statutes and regulations (AS 08.80 and 12 AAC 52, commerce.alaska.gov/web/portals/5/pub/pharmacystatutes.pdf) register pharmacies and require prescribers to enrol in the prescription drug monitoring program under 12 AAC 52.855, but establish no state controlled-substance registration for practitioners or for facilities. Absence of a programme in the text is not the same as a published statement that none is required, so this stays null rather than false.
