- An EMS provider service may not carry controlled substances until it has filed a Controlled Substance Plan with OEMS and had it approved, at licensure and again at every renewal.

This is a plan approval, not a numbered state controlled-substances registration of the kind a board of pharmacy issues, and the distinction matters to anyone comparing states: Alabama gates agency possession of controlled substances on a document ADPH signs off, and the plan itself must carry original signatures from the service medical control physician, the medical direction hospital's pharmacist, and the service's Controlled Substance Oversight Coordinator. Alabama's separate practitioner-level Alabama controlled substances certificate is required of the service's medical director under r. 420-2-1-.06(1)(e), not of the agency; whether the Alabama State Board of Pharmacy also registers ambulance services was not established, because that board publishes on albop.com, which this project's source policy does not accept as primary.
