A California paramedic licence does not authorise practice

Practice requires accreditation by the local EMS agency in the jurisdiction where the paramedic works, on top of the state licence. Accreditation requires a current California paramedic licence, an application to the LEMSA, a local system orientation of up to eight classroom hours covering policies, protocols, radio communications and destination policies, training in any scope element not previously covered, and a local fee.

This is the single largest difference between California and a compact state, and the thing most likely to blow up a contract start date. There are 34 local EMS agencies statewide.

Restricted practice while accreditation is pending

Until accreditation is granted, a paramedic accreditation applicant may practise only in the basic scope of practice and only as a second paramedic, and may perform local optional scope only in the presence of the field evaluator who remains responsible for patient care.

Useful to know and worth negotiating over: it means an agency can put you to work before accreditation completes, but not as the primary medic. That has direct pay and staffing implications on a short contract.

The only published timeframe anywhere in this pathway is the LEMSA's obligation to decide an accreditation application within thirty calendar days, which is a separate and later step. The state licence step is unquantified, and it gates the accreditation step, so no credible end-to-end figure exists. This is the field where a fabricated number would do the most damage: a traveller planning a start date needs the licence and the accreditation in sequence and nobody publishes the first half.

A state registration on top of DEA's

Does California require its own controlled-substance registration for EMS agencies?

No California authority publishes an answer either way. B&P Code § 4119 sets out exactly what an EMS service provider must satisfy to receive controlled substances from a pharmacy — LEMSA-approved status, a written request, scope-of-practice limits, LEMSA-conformant administration, storage and restocking records kept three years — and a state controlled-substance registration is not among the conditions, but the section does not say one is unnecessary either. 22 CCR Division 9 Chapter 3.3 (the paramedic regulations, read via govt.westlaw.com) imposes none. EMSA is the body most likely to state the position plainly and it cannot be retrieved: emsa.ca.gov returns 403 to non-browser clients on its PDFs. Recorded as silent rather than false because no source was found asserting the negative.
