Connecticut plainly has its own controlled-substance registration — Conn. Gen. Stat. § 21a-317 requires one from the Commissioner of Consumer Protection, and DPH describes it as a prerequisite to federal DEA registration — but nothing states whether an ambulance service is a registrant. The reach of the requirement turns on § 21a-316(2), which extends 'practitioner' to 'a hospital or other institution licensed, registered or otherwise permitted to distribute, dispense, conduct research with respect to or to administer a controlled substance in the course of professional practice'. A DPH-licensed ambulance service arguably is such an institution, but the Department of Consumer Protection's own registration page enumerates only individual prescriber types (MD, DO, DDS, DMD, DVM, APRN, PA, scientific investigators, midwives, DPM, optometrists) and neither it nor the DCP knowledge-base article on the registration mentions EMS or ambulance services at all. The statute addresses the question without answering it for EMS agencies, which is what makes this ambiguous rather than silent.
