Iowa Code recognises orders given to EMS providers 'via standing protocols' as well as by live communication, and the EMS rules require every service program to run on protocols developed and approved by its medical director.

Partly supported

The quote is from §147A.10 (exemption from liability), which is where Iowa's statute names standing protocols most plainly; §147A.9(3) separately directs the department to adopt rules authorising procedures 'initiated in accordance with written protocols prior to the establishment of communication.' Neither section is written in terms of controlled substances specifically, so this is the general standing-order authority rather than a scheduled-drug provision.

Iowa requires a state CSA registration in addition to DEA registration, and the Board lists Emergency Medical Service among the business types that must hold one.

The quoted sentence states the duty; the same page separately lists 'Emergency Medical Service (EMS)' among the registrant categories, which is what makes it an EMS-agency requirement rather than a practitioner one. Iowa Code §124.302(1) is the statutory hook. The Board's old rule chapters (657 IAC 10 and 11) were rescinded effective 16 July 2025 and renumbered, so the rule citation is deliberately omitted here.
