Partly supported

'Written authorization of a licensed physician' is the statutory form Idaho's standing orders take; the statute names drugs but not controlled substances, hence partial. The operating detail is one layer further down and could not be quoted: Idaho Code § 56-1013A gives the EMS Physician Commission the job of 'establishing standards for scope of practice and medical supervision for licensed personnel and agencies licensed by the EMS bureau', IDAPA 16.02.02 then incorporates the EMS Physician Commission Standards Manual by reference, and both the Standards Manual and the Idaho EMS Statewide Protocols are served from publicdocuments.dhw.idaho.gov, a Laserfiche WebLink viewer that returns only 'INDEX_COOKIE_WARNING' to a non-browser client and rejects its own API endpoints. IDAPA 16.02.02 itself mentions standing orders once, and only in passing — requiring a designated PA or nurse practitioner to be familiar with 'protocols, standing orders, and standard operating procedures authorized by the EMS medical director' — and the only fetchable copy on adminrules.idaho.gov is the 2024 Archive edition, so it was not used as the citation.

Idaho's registration statute reaches anyone who administers a controlled substance in the state, is issued biennially by the Board of Pharmacy, and runs ahead of DEA rather than behind it — the Idaho CSR is issued first and the associated DEA registration must follow within 45 days.

Partly supported

Idaho's trigger list is wider than most states' — it includes 'administers', which is exactly what EMS does — and § 37-2716(e) requires a separate registration at each principal place of business where controlled substances are administered. What Idaho does not publish is an EMS-agency category: the Board of Pharmacy's facility fee schedule runs manufacturer, wholesale distributor, durable medical equipment outlet, resident and nonresident drug outlet, outsourcing facility, wholesaler, prescriber drug outlet, and veterinary drug outlet, with no ambulance or EMS entry, and its Practitioner Controlled Substance Registration page states 'The Idaho Controlled Substance Registration (CSR) is required for practitioners who will prescribe, administer, order or store controlled substances. Per Idaho law, once the Idaho CSR is issued, an associated DEA must be obtained within 45 days.' The practical reading is that the Idaho state layer attaches through the EMS medical director's practitioner CSR at each address where the agency stores or administers, not through a registration issued to the agency itself. Confidence is medium and the quote partial because no Idaho source names EMS agencies; § 37-2716(d)(1) also excuses 'An agent or employee of any person registered pursuant to this chapter', which covers the individual paramedic but not the entity.
