Three statutory training courses before you can be certified

KRS 311A.120 requires proof of HIV/AIDS training, Pediatric Abusive Head Trauma training, and Awareness of Sexual Violence training from every applicant, including reciprocity applicants. KBEMS publishes approved online courses for all three.

Statutory rather than discretionary, so there is no waiver for an experienced medic. All three are online and free from KBEMS, which makes this hours rather than money — but they are prerequisites, not post-hire orientation.

Kentucky's EMS board publishes a state protocol set that becomes the service medical director's standing orders on adoption, and that set includes fentanyl and morphine as pain options.

Scheduled drugs are squarely inside these standing orders: the same foreword says 'When two options are listed as treatments for the same condition (such as fentanyl and morphine for pain), it should be assumed that they represent options for treatment.' 202 KAR 7:801 requires every provider's medical director agreement to address 'medical protocols and standing orders' — the regulation is the authority, the protocol set is the instrument.

Kentucky has no state controlled-substance registration; lawful acquisition keys to federal registration and to the professional licence, so an EMS agency needs only its DEA registration.

Partly supported

KRS 218A.170 lets a licensed distributor sell controlled substances to practitioners, hospitals, and 'a person registered pursuant to the federal controlled substances laws' — it names no Kentucky registration because there is none to name. KRS Chapter 218A's section list contains no registration or permit provision, and the only licensing regulation in 902 KAR Chapter 55 is 55:010, 'Licensing of manufacturers and wholesalers.' This is a negative established from the shape of the scheme rather than from a sentence saying 'no registration is required', which is why it is medium and not high. Kentucky's separate state duty is KASPER enrolment, which attaches to prescribers, not to EMS agencies.
