The EMS Board issues one statewide protocol set that MIEMSS calls a form of standing orders, and it marks each intervention SO or MC — fentanyl, morphine and ketamine for adult pain sit under SO, with consultation needed only for further doses.

The quote breaks at a page boundary in MIEMSS's own PDF — the sentence continues 'has a life-threatening illness or injury' on the next page, so no contiguous string carries the whole thought. The controlled-substance half of the value rests on the protocol pages themselves: the legend reads 'SO Standing Order MC Medical Consultation Required', and Pain Management – Adult 4.13-A lists fentanyl, morphine and ketamine under ALS with 'MC Obtain medical consultation for additional doses' only after two doses.
