Maine's EMS rules make drug administration a function of the statewide protocols, which the Medical Direction and Practices Board writes and files with the Board rather than leaving to per-service medical direction.

Maine is unusual in running one statewide protocol set: ch. 1 §37 defines a protocol as 'the written statement approved by the Medical Direction and Practices Board and filed with the Board, specifying the conditions under which some form of emergency medical care is to be given.' Chapter 6 governs controlled substances alongside other drugs — §2.1.C imposes the sealed-box rule on them — so the protocol authority in §1.2 covers them without a separate scheduled-drug provision.

Maine has no state controlled-substance registration at all; the Maine Drug Enforcement Agency says the state never enacted an equivalent of the federal Controlled Substances Act, so DEA registration is the only one an EMS agency holds.

MDEA frames the answer for healthcare practitioners rather than for EMS agencies, which is why quote_supports is partial. The reason it gives is categorical, though — Maine has no state registration scheme for anyone to be inside or outside of — and the same answer points to 22 M.R.S. §2383-B, which exempts persons authorised by law to administer or dispense scheduled drugs. Maine's one standing state duty around controlled substances is Prescription Monitoring Program enrolment, which attaches to prescribers.
