Michigan EMS personnel practise under written protocols established by their regional medical control authority and approved by the state, and the statutory definition of protocol expressly includes standing orders.

Partly supported

Two caveats. First, the quote is MDHHS restating the Public Health Code definition rather than the Code itself: legislature.mi.gov serves a broken certificate chain and neither our checker nor a browser-agent fetch can retrieve MCL 333.20919 or 333.20906, so the statute could not be quoted directly. Second, the quote establishes standing orders as a form of protocol but does not name controlled substances. The same handbook describes EMS drug boxes as containing at least one Schedule II drug and being filled and inspected by a hospital pharmacy under the authorising medical control authority, which is the practical link, but that is narrative rather than an authorisation clause. The handbook is dated July 2017 and is still the document MDHHS publishes.

Does Michigan require its own controlled-substance registration for EMS agencies?

Michigan licenses controlled substances at the individual prescriber and the pharmacy/manufacturer/distributor level; a life support agency is not one of the facility types eligible for a Michigan controlled substance licence, so an EMS agency holds no state registration beyond DEA.

Partly supported

This is a false established by an exhaustive list that does not include EMS, not by anyone saying 'EMS agencies need not register'. LARA's Board of Pharmacy names four eligible facility categories and an ambulance or life support agency is none of them. Michigan does run a real state controlled-substance licence — the agency's medical director will hold the individual class of it — but it attaches to the prescriber and to drug-handling businesses, not to the EMS agency. Consistent with that, the MDHHS Medical Control Authority Handbook describes the EMS drug box as filled by a hospital, which is a licensed facility. A Michigan-specific statement addressed to EMS agencies would raise this to high; none was found.
