Establishing standing orders for prehospital care and establishing procedures for the administration of drugs are both statutory duties of the ambulance service medical director, and the medical control policy an ALS service must sign with that director has to address the use of standing orders.

Minnesota puts standing orders in the medical director's job description rather than in a permission clause, so there is no sentence saying 'personnel may administer controlled substances under standing orders'. The only controlled-substance registration the Minnesota Board of Pharmacy issues is for research, teaching and educational projects; there is no state registration for EMS agencies on top of DEA.

Established by scope and absence, which is why confidence is not high. Minn. R. 6800.4400 is the single registration provision under the CONTROLLED SUBSTANCES heading of the Board of Pharmacy's rules, and it reaches only researchers and teachers; the table of parts for chapter 6800 contains no other controlled-substance registration, and the table of sections for Minn. Stat. ch. 152 (Drugs; Controlled Substances) contains no registration section at all. The Board's own general FAQ reportedly says outright that Minnesota requires no separate controlled-substance credential, but mn.gov/boards is behind a CAPTCHA that blocks every non-browser client, so that plainer statement could not be verified and is not cited here.
