Missouri's page headed Reciprocity states that the state accepts only current National Registry certification at the level sought in order to obtain initial licensure. An out-of-state licence is not transferable; every applicant files the ordinary initial application.

Practically identical to Georgia's position, reached by a different route: Georgia says outright it has no reciprocity process, Missouri publishes a reciprocity page that describes none. For a medic from a Member State the compact makes this moot, since Missouri is enacted, in force and submitting data — the initial-application route only matters if you need the Missouri licence itself.

Missouri's EMS statute defines a protocol as a predetermined written medical care guideline that may include standing orders, and the ambulance service medical director is required by rule to develop the service's medical and treatment protocols.

Partly supported

The statutory definition puts standing orders inside the protocol Missouri requires every ambulance service to operate under, and 19 CSR 30-40.303 makes the medical director responsible for 'Medical and treatment protocols for medical, trauma' among others. Neither names controlled substances, hence partial. The practical corroboration is that Missouri's Bureau of Narcotics and Dangerous Drugs publishes an EMS Ambulance Dispensing Log form (MO 580-2769) and registers ambulance services directly — the state plainly contemplates medics giving controlled substances in the field under their service's protocol.

Missouri runs its own controlled substance registration through BNDD and treats ambulance services as a distinct applicant class, so a Missouri EMS agency holds a state BNDD registration alongside its DEA registration.

Partly supported

Missouri is one of the clearest yes answers in the country and the weak-looking quote is an artefact of the source, not of the fact. 19 CSR 30-1.024(6) sets out what an application must contain 'for retail pharmacies and ambulance services, ambulatory surgery centers, analytical laboratories...' — ambulance services are named as their own applicant class — but the Secretary of State prints the Code of State Regulations in two columns, so the sentence cannot be quoted past the line break without the adjacent column interleaving. Three further supports: § 195.030.2 RSMo requires a DHSS registration of anyone who dispenses a controlled substance in Missouri; 19 CSR 30-1.026 speaks of 'a registered pre-hospital emergency medical service location'; and BNDD publishes an EMS Ambulance Dispensing Log form. BNDD's own EMS guidance PDFs (health.mo.gov/safety/bndd/pdf/emsguidelines.pdf and AmbulanceNarcSheet.pdf) now 404 after a departmental site migration, so they could not be cited.
