New Jersey plainly runs its own controlled dangerous substance registration through the Drug Control Unit of the Division of Consumer Affairs, and that unit's application materials state the registration is required of every person or firm that prescribes, manufactures, distributes or dispenses CDS in the State and is a prerequisite to federal DEA registration. The deeper question is also unresolved from any source we could reach: whether the registrant for prehospital care is the EMS agency or the hospital.
