Will Ohio licence me by endorsement at all?
Yes
Ohio has two distinct endorsement routes: division (B) for a qualifying license from a jurisdiction other than another state, and division (D) for a license in another state under Chapter 4796. The latter route is subject to separate Chapter 4796 eligibility criteria.
(D) The board shall grant a license to practice nursing as a registered nurse or as a licensed practical nurse in accordance with Chapter 4796. of the Revised Code to an applicant if either of the following applies: (1) The applicant holds a license in another state. (2) The applicant has satisfactory work experience, a government certification, or a private certification as described in that chapter as a registered nurse or licensed practical nurse in a state that does not issue that license.

What does Ohio call its out-of-state pathway?
State-to-state licensure under ORC 4723.09(D) and Chapter 4796; division (B) separately covers qualifying non-state jurisdictions
Division (D) is the separate state-to-state route; Chapter 4796 eligibility and application criteria are summarized in the requirements claim caveats.
(D) The board shall grant a license to practice nursing as a registered nurse or as a licensed practical nurse in accordance with Chapter 4796. of the Revised Code to an applicant if either of the following applies: (1) The applicant holds a license in another state. What does Ohio require from an out-of-state nurse?
The listed checklist summarizes RN Rule 4723-7-05 only. LPN applicants are governed separately by Rule 4723-7-06. State-to-state applicants use ORC 4723.09(D)/Chapter 4796; those criteria are captured separately in the caveats and are not collapsed into this RN checklist.
Defect in this source This summary is RN-specific. LPN endorsement is governed separately. Rule 4723-7-06 requires practical-nursing education, with a distinct RN-education alternative only when the applicant practiced and maintained current valid LPN licensure in another jurisdiction continuously for at least five years before application; the rule separately specifies LPN examination history, original-examination verification, current-LPN-license verification, and two Category A hours.
Defect in this source For division (D) applicants licensed in another state, Chapter 4796 generally requires a substantially similar out-of-state license; one year licensed and active practice in at least one of the preceding five years (both duration requirements may be waived); good standing; a qualifying education, training, experience, or examination basis; no specified work-related surrender/revocation for negligence or intentional misconduct; no disqualifying criminal offense; and a fee set by the licensing authority using one statutory option. ORC 4723.09(D) expressly routes RN/LPN applicants to Chapter 4796.
Defect in this source Ohio Revised Code section 4723.09(D) expressly directs the board to issue RN or LPN licenses for applicants holding a license in another state, or qualifying work experience/certification in a state that does not issue the license, in accordance with Chapter 4796.
Defect in this source An individual who already holds a license under an interstate licensure compact to which Ohio belongs need not obtain an ORC Chapter 4796 license to practice in Ohio. The Chapter 4796 route itself is not stated to grant an NLC multistate license or compact privilege; compact eligibility and requirements remain separate.
A registered nurse applicant for licensure by endorsement shall satisfy the following: (1) Have completed a registered nursing education program approved by a jurisdiction of the national council of state boards of nursing at the time the applicant completed the program; (2) Submit a completed "Nursing Licensure by Endorsement Application," and the license application fee required by section 4723.08 of the Revised Code; (3) As required by section 4723.09 of the Revised Code, submit to a criminal records check completed by the bureau of criminal identification and investigation; (4) Have been originally licensed by examination to practice as a registered nurse and meet one of the following requirements: (a) If originally licensed by examination prior to January 1, 1953, evidence of having passed an examination; (b) If originally licensed by examination on or after January 1, 1953, but prior to July 1, 1982, achievement of a score of at least three hundred fifty on each subject tested in the "State Board Test Pool Examination"; (c) If originally licensed by examination on or after July 1, 1982, but prior to October 1, 1988, achievement of a score of at least one thousand six hundred on the NCLEX-RN; or (d) If originally licensed by examination on or after October 1, 1988, achievement of a "pass" score on the NCLEX-RN; (B) In addition to meeting the requirements in paragraph (A) of this rule, prior to licensure by endorsement as a registered nurse an applicant shall: (1) Submit evidence of successful completion of a registered nursing education program according to paragraph (A)(1) of this rule; (2) Have submitted directly from the jurisdiction of the applicant's original licensure by examination, or electronically from the national council of state boards of nursing, verification of licensure by examination as a registered nurse, as required by paragraph (A)(4) of this rule; (3) Have submitted verification of current, valid licensure as a registered nurse directly from any jurisdiction of the national council of state boards of nursing, or electronically by the national council of state board of nursing; (4) Complete two contact hours of continuing education that is directly related to Chapter 4723. of the Revised Code or rules adopted by the board, and that meets the requirements set forth in paragraph (C) of rule 4723-14-01 of the Administrative Code for category A education; and (5) Submit any other documentation required by the board.

What does it cost to get licensed in Ohio from out of state?
Ohio eLicense system transaction fee

The $75 statutory maximum applies to applications under ORC 4723.09(A)/(B), and is not the verified actual current fee. Division (D) state-to-state applicants use the Chapter 4796 fee route: authority selects one statutory fee basis; current actual amount remains unverified.

The board of nursing may impose fees not to exceed the following limits: (1) For application for licensure by examination or endorsement to practice nursing as a registered nurse or as a licensed practical nurse submitted under division (A) or (B) of section 4723.09 of the Revised Code, seventy-five dollars;
