Nevada writes the standing-order authority into the controlled-substance rule itself rather than leaving it to a general protocol section, so the quote is directly on point. Two conditions ride along: the drug must be named on the medical director's medication inventory, and the protocol must be on file with the Division — a protocol the agency merely keeps internally does not satisfy the rule. The parallel provision for dangerous (non-controlled) drugs at NAC 450B.461(2) extends the same mechanism to AEMTs; EMTs are barred from dangerous drugs entirely.

Nevada's controlled-substance registration is a Board of Pharmacy registration to dispense, held by practitioners; an EMS service obtains its controlled substances on the medical director's prescription from a designated pharmacy rather than under a registration of its own.

Partly supported

The quote establishes the supply mechanism Nevada actually uses — NAC 450B.475(1) has the medical director designate a commercial or hospital pharmacy and sign the prescription — but it does not itself say 'no agency registration required'; that is the absence we are reporting. What was checked: NRS 453.226(1) requires biennial Board of Pharmacy registration of 'every practitioner or other person who dispenses any controlled substance,' and its implementing rule NAC 639.742 is titled and written entirely around dispensing practitioners, with no ambulance, EMS-service or agency registrant class; the Board of Pharmacy's own applications index at bop.nv.gov lists pharmacist/intern, pharmacy technician and practitioner categories and nothing for EMS. NRS 453.375(1)(c) separately authorizes a paramedic to possess and administer controlled substances by regulation of the board of health, without any registration of the paramedic. A reader planning around this should confirm with the Board of Pharmacy before relying on it, since we are reading a silence.
