An Oklahoma EMS medical director must file off-line protocols with a medication formulary and controlled-substance security procedures, and the rules define protocols as the standing orders an agency uses on call.

Two other passages in the same rule chapter lock the reading down. OAC 310:641-1-2 defines protocols as 'the medical treatment and transport guidelines or standing orders that an agency uses when responding to requests for service', so 'off line' protocol here means a standing order; and OAC 310:641-3-51 separately authorizes an ambulance service to carry a limited supply of controlled substances under the supervision of its medical control. An Oklahoma agency licensed above the Basic level cannot be licensed without filing an OBNDD registrant certification or number, and its medical director must hold and maintain that state registration alongside the DEA one.

Partly supported

The registrant Oklahoma names in its EMS rules is the medical director, not the agency: OAC 310:641-3-24(d)(2) requires a medical director over the Basic level to 'maintain current OBNDD and DEA registrations for controlled dangerous substances', and 310:641-3-51 requires the medical director to keep a copy of the OBNDD certificate on file with the Department. So the state layer is real and gates agency licensure, but it attaches to the physician rather than to the service. Whether OBNDD has opened its own EMS-agency registration class since the DEA's 2026-03-09 rule could not be checked — www.obndd.ok.gov returns HTTP 403 to our fetcher.
