No — you need full state licensure

The Commission's current state-specific page explicitly says Rhode Island has not yet joined the EMS Compact.

Supporting evidence and conditions

The Commission's current state-specific page explicitly says Rhode Island has not yet joined the EMS Compact. That supports the absence of a Compact privilege in this destination; the full-license-required assessment is the resulting licensing implication and remains partial rather than a direct quotation of the state's licensing rules.

ABSENCE-BASED. Rhode Island does not appear in the Commission's State Laws table, which describes itself as a complete list of enacted statutes. Confidence is medium rather than high because no source affirmatively states that Rhode Island is not a member — the claim follows from absence, and the Commission's own count of participating states does not match the number of rows in this table (see source_caveats).

Defect in this source The Commission's homepage counts 28 participating states while this State Laws table, which calls itself complete, lists 25 rows. The gap is Alaska, Arizona and Connecticut, which enacted in the 2025-2026 sessions and are footnoted on the homepage but absent from the table.

Standing orders under state law

Does Rhode Island law let a medic push scheduled drugs on standing orders, the way the DEA rule assumes?

Status
Yes
Citation
216-RICR-20-10-2, §2.5(E)(1)
Detail
Rhode Island practitioners work under standing orders, but they come from the state Center for Emergency Medical Services medical director rather than from the hiring agency's own physician.

Partly supported

Worth knowing before moving: Rhode Island centralises medical direction. The standing orders are the RI Statewide EMS Protocols, which the same regulation lists as required equipment on every ambulance class, so a paramedic does not negotiate scope with a local medical director the way most states allow. The quote establishes the standing-order regime without naming controlled substances, hence partial; that the regime covers them is evident from the same part's controlled-substance log book and two-lock security requirements.

Source quotation
In performing his or her functions and responsibilities, the practitioner must follow standing orders from the medical director for the Center for Emergency Medical Services (CEMS).

Issuer
Rhode Island Department of Health
Detail
Every Rhode Island ALS ambulance service must hold and keep current a RIDOH controlled-substances registration in addition to its DEA registration.

This is the clearest statement of the two-registration structure found in any state read so far — Rhode Island names the state and federal registrations side by side in one sentence, and attaches the obligation to the ambulance service itself rather than to its medical director. The duty is scoped to the four Advanced Life Support vehicle classes; a BLS-only service is outside it.

Source quotation
An ambulance service licensed as Class A-1C, A-1P, A-2C or A-2P Advanced Life Support must maintain current registration with: a.
