The Bureau publishes a step-by-step estimated timeline for initial applicants: DACS forms review 2-4 weeks from the payment date, background check 2-8 weeks from the fingerprinting date, and National Registry test completion and review 1-2 weeks.

Rare enough to be worth flagging on its own — most states in this corpus publish nothing. Taken at face value the total runs 5 to 14 weeks, which straddles the length of a standard 13-week contract, so Utah is a state to start the paperwork for before you accept the assignment. Utah is also a compact member, in force and submitting data, so a medic from another Member State can skip the whole timeline.

Background checks run through the Utah Bureau of Criminal Identification using DACS fingerprints, and the fee keeps moving: $65.25 to $74.00 in July 2025, and BCI has announced $77.00 effective 1 October 2026 for new applications. The requirement is one-time; providers already on file are unaffected.

The August 2026 page update replaced the July 2025 fee notice with the October 2026 one — two raises in fifteen months, which is itself the quirk. Utah publishes a page of Utah LiveScan locations, which does not obviously help an applicant who is out of state. How an out-of-state applicant submits acceptable prints is not addressed.

EMRs renew on a different date from everyone else

CME verification on NREMT.org is due by 31 March for EMT, AEMT and Paramedic, but by 30 September for EMR. Emergency Medical Dispatcher applications have no CME verification requirement and need only proof of EMD training.

Only matters if you hold or upgrade from an EMR licence, but it is the kind of split that produces a missed deadline for someone who upgrades mid-cycle.

Every licensed Utah EMS provider must contract with an off-line medical director, and that physician is required to issue written standing orders and treatment protocols as the patient care standard for the agency's field personnel.

Partly supported

The rule makes standing orders mandatory rather than merely permitted — the same section opens 'All licensed providers shall enter into a written agreement with a physician to serve as its off-line medical director to supervise the medical care or instructions provided by the field EMS personnel and dispatchers' — but it does not name controlled substances. The URL is the Utah State Bulletin filing that adopted this text, because Utah's consolidated Administrative Code now lives on adminrules.utah.gov, a JavaScript-only viewer our checker cannot read; the codified copy Utah still serves as RTF (rules.utah.gov/publicat/code_rtf/r426-003.rtf, last modified 2024-05-13) carries the identical sentence, so the 2018 filing is not stale text.

A state registration on top of DEA's

Does Utah require its own controlled-substance registration for EMS agencies?

Utah's controlled substance license is an endorsement on an individual prescriber's professional license rather than a facility or agency registration, so an EMS agency does not hold one; its controlled substances run through its off-line medical director's license and the agency's federal DEA registration.

Partly supported

The Division of Professional Licensing answers the question structurally rather than by naming EMS: if the state licence cannot stand alone and must attach to a prescriber, no agency can hold one. DOPL publishes no EMS-specific page, and Utah Code § 58-37-6, which would state the licensing duty in its own words, is served only through le.utah.gov's JavaScript viewer, which our checker cannot read. Confidence is medium for that reason.
