Vermont's state EMS office defines standing orders as orders an EMS provider may carry out at their own discretion without contacting on-line medical direction, and the protocols carrying them include controlled drugs.

Vermont is unusual in defining the term in its own protocol document rather than leaving it to rule, and the definition is exactly the DEA question — care delivered without a physician on the line. The same document's standing orders carry fentanyl, midazolam and ketamine, so controlled substances plainly sit inside the mechanism, but the definition sentence does not itself say 'controlled substance', which is why the quote is partial. The protocols are the Department of Health's own and binding ('Any deviation from these protocols must be approved in writing by the Vermont EMS Office'); the underlying statutory authority in 18 V.S.A. ch. 178 has not been quoted, because legislature.vermont.gov returns no readable body to our checker.
