The Department of Health Services says the same thing in its own words on the EMS side: its Wisconsin EMS Controlled Substance Management bulletin (07/2023) tells providers that 'Providers and practitioners that manufacture, distribute, or dispense controlled substances are required to register with the DEA' and names no Wisconsin registration anywhere in the document.
