The 'and/or' is what makes this a standing-order authorization: written protocols alone suffice, and the same page confirms the protocols carry medications ('Certified EMTs may perform all procedures and administer all medications contained in the current 6000 Series WV EMS System Protocols'). The page does not use the phrase 'controlled substances', and the underlying legislative rule 64 CSR 48 could not be quoted directly — the Secretary of State serves every version of that rule as an image-only PDF with no text layer, so neither our checker nor pdftotext can read it.

Does West Virginia require its own controlled-substance registration for EMS agencies?

Code § 60A-3-302(a) requires 'Every person who manufactures, distributes, or dispenses any controlled substance within this state' to register annually with the state Board of Pharmacy, and § 60A-3-302(c)(2) exempts 'a person in possession of any controlled substance pursuant to a lawful order of a practitioner.' Which side of that line an EMS agency's drug box falls on is exactly what the statute does not say, and no West Virginia authority we could retrieve resolves it: the Office of EMS publishes nothing on agency drug registration, legislative rule 64 CSR 48 is served only as image-only PDFs with no text layer, and the Board of Pharmacy publishes at wvbop.com, a non-governmental host our source policy does not accept. Recorded ambiguous rather than guessed.
