Wyoming's Intermediate EMT sits between AEMT and Paramedic, has no National Registry equivalent, and is entered by completing a Wyoming IEMT course and passing Wyoming's own state cognitive examination on top of holding an NREMT AEMT card.

An AEMT arriving from another state licenses as an AEMT, not an IEMT, and Wyoming agencies staffing at IEMT level will see a scope gap. Whether that gap matters depends on the agency's staffing model, which Wyoming does not address here.

Partly supported

The Office of EMS states the standing-order mechanism directly and the same paragraph governs medications ('a medical director or supervising physician cannot authorize an EMS provider to ... administer medications above the level of education and licensure'), but the document does not use the phrase 'controlled substances', so the quote supports the mechanism rather than the controlled-substance case specifically. The document also describes itself as an interpretive guideline subordinate to the EMS Act and the Department's rules; it is the EMS office speaking about its own rule, which is why it is recorded as a primary source, but the underlying rule text has not been quoted.

Does Wyoming require its own controlled-substance registration for EMS agencies?

Wyoming's controlled substance registration is a practitioner credential plus a short list of named entity types, and EMS agencies or ambulance services are not among them.

Partly supported

This is an argument from a closed enumeration rather than an explicit exemption: the Board of Pharmacy heads this list 'Additional Entities Required to Obtain a Wyoming Controlled Substance Registration' and EMS is absent from it, while the rest of the page addresses only practitioners who prescribe. Wyoming publishes nothing we could retrieve that says an EMS agency does or does not need one, so a paramedic operating under a medical director who holds a Wyoming registration is the arrangement the page implies rather than states. The broken word 'Controlle d' and the space before the colon are the Board's own markup, reproduced verbatim.
